Law enforcers are efficient ... it takes four decades for them to blame a specific person -- unless you're a pot smoker... then they fill the jails overnight. Of course, as I have written based on factual knowledge, if you're a DA you can grow pot in your apartment while prosecuting and imprisoning people for having less than you have in a single pot or pot.
Nobody cares.
Nor do voters care if their futures will be destroyed.
